У статті розглянуто теоретико-методичні та прикладні аспекти використання методів прогнозування в процесі управління ризиками готельно-ресторанного бізнесу. На підставі узагальнення та систематизації існуючих методів економічного прогнозування виділено ряд з них, які є найбільш придатними в процесі управління ризиками готельно-ресторанного бізнесу. Вибір конкретного методу прогнозування ризиків готельно-ресторанного бізнесу здійснюється відповідно до мети і завдання розробки прогнозу, періоду упередження, повноти, достовірності та способу представлення інформації про економічні процеси, відносини та явища, обтяжені ризиками. Запропонований набір методів прогнозування ризиків готельно-ресторанного бізнесу дозволить підвищити якість підготовки та прийняття управлінських рішень в процесі управління ними. ; Hotel and restaurant business is one of the most risky business in the world. The results of the hotel and restaurant business are influenced by: the cyclical nature of consumer demand, the ratio of price and quality of services, weather conditions, environmental and political situation, the degree of development of transport and social infrastructure, location, etc. Reducing the negative impact of various types of risks on the hotel and restaurant business requires search for effective mechanisms for managing them. An important component of such a mechanism is forecasting, which is one of the means of substantiating management decisions in the process of risk management. The presence of a significant number of forecasting methods, of which there are more than 150, makes it difficult to use them in the risk management process of the hotel and restaurant business. Insufficient availability of theoretical and methodological support and practical recommendations on the use of forecasting methods in the process of risk management of hotel and restaurant business determine the urgency of the chosen research direction. The purpose of the article is to improve the theoretical, methodological and applied aspects of using forecasting methods in the process of risk management of hotel and restaurant business. Based on the analysis of existing methods of economic forecasting, a number of methods are identified that are most suitable for use in the process of managing the risks of the hotel and restaurant business. Such methods include: intuitive (or expert) and formalized (or fact graphic) economic and mathematical methods; methods of economic (system) analysis; normative methods; balance method; program-target method. These methods are divided into subgroups and include a certain set of tools. Each proposed method of forecasting the risks of hotel and restaurant business is given a brief description and features of the application. The choice of a specific method for forecasting the risks of hotel and restaurant business is carried out in accordance with the goals and objectives of the development of the forecast, the period of forecasting, completeness, reliability and the way information about economic processes, relationships and phenomena that are burdened with risks. The proposed set of methods for forecasting the risks of hotel and restaurant business will allow not only to anticipate the impact of risks on the financial and economic performance of hotel and restaurant establishments, but also to improve the quality of preparation, adoption and implementation of management decisions in the management process.

Розвиток малого бізнесу є одним із пріоритетних напрямів розвитку економіки на сучасному етапі. Питання організації бухгалтерського обліку та контролю є актуальним для підприємств малого бізнесу будь-якої форми власності та організаційно-правової форми. Це зумовлюється специфічними особливостями у застосуванні методів та прийомів бухгалтерського обліку та контролю. Наявність досить частих змін у законодавчих актах та підходах до ведення бізнесу малого підприємництва вимагає постійного вдосконалення організації обліку. Контроль бухгалтерського обліку і звітності здійснюється для забезпечення надійності облікових даних; попередження втрат грошей чи цінностей у результаті крадіжок чи зловживань; забезпечення точного обліку господарських операцій тощо. He fights almost daily for "survival", forced to constantly adapt to current market conditions. The development of small business is one of the priority areas of economic development at the present stage. The state relies on small business for rapid and positive structural changes in the economy, overcoming the crisis and creating conditions for market reforms. The issue of organization of accounting and control is relevant for small businesses of any form of ownership and organizational and legal form. This is due to specific features in the application of methods and techniques of accounting and control. A single view on the definition of the term "organization of accounting" scientists have not yet defined, so this question is still relevant. Features of the organization of the accounting system in small enterprises depend on the choice of the small business tax system, the choice of form of accounting, the choice of accounting system, the use of chart of accounts by small businesses and the ability to keep accounts without using the chart of accounts and principle double entry, which is typical for micro-entrepreneurs. The presence of quite frequent changes in legislation and approaches to doing business, which regulate the accounting and tax accounting of small businesses require constant improvement of accounting. Undoubtedly, the guarantee of successful operation of the enterprise is experienced management and strict control over business operations and financial flows. Control of accounting and reporting is carried out to ensure the reliability of accounting data; prevention of loss of money or valuables as a result of theft or abuse; ensuring accurate accounting of business transactions occurring in the business activities of business entities, and information in accounting registers, etc. That is, accounting control is a set of procedures that ensure the safety of assets of business entities and the accuracy of reporting prepared by the accounting department. Financial control of business operations and financial flows is the key to successful business entities. Therefore, in small businesses it is very important to form an effective system of accounting and control.

В статті проаналізовано світовий досвід становлення державного внутрішнього фінансового контролю та виділено основні етапи його розвитку. Окреслено характерні риси сучасного етапу розвитку державного внутрішнього фінансового контролю в економічно розвинених країнах світу. ; The main stages of formation and development of public internal financial control were discussed in the article. In the first phase (prior to 1941) - the basic functions of internal control and internal audit was a clerical function, checking errors in reporting, fraud detection and preservation of assets. In the second phase (1941-1985) - the basic functions of internal control and internal audit is to prevent violations in riskier areas of public finance, mandatory internal audit in government. In the third phase (from 1985 to the present time) - the basic functions of internal control and internal audit was to provide management of for-profit companies (including publicly traded and privately held companies), not-forprofit entities, government bodies and other organizations of providing guidance on the design and evaluation of internal control, also supports organizations as they adapt to the increasing complexity and pace of a changing business environment, manage risks to acceptable levels and improve the reliability of information for decision-making.

У статті узагальнено та систематизовано існуючі трактування поняття «банкрутство», що дозволило виділити три підходи до його розуміння: економічний, фінансовий та юридичний. В результаті критичного аналізу виділених підходів уточнено економічну сутність поняття «банкрутство». В процесі дослідження з'ясовано, що для діагностики та прогнозування ймовірності настання банкрутства підприємства, важливе значення має визначення основних ризик-факторів його виникнення. Встановлено, що окрім загальних ризик-факторів виникнення банкрутства, будь-якому підприємству притаманні ще й специфічні, які пов'язані з особливостями виробництва того чи іншого виду продукції, реалізацією товарів чи наданням послуг, здійсненням певного виду економічної діяльності в тій чи іншій галузі, секторі економіки. З урахуванням специфіки діяльності суб'єктів господарювання готельно-ресторанного бізнесу виділені найбільш істотні зовнішні (прямого та опосередкованого впливу) та внутрішні ризик-фактори виникнення банкрутства з подальшою їх деталізацією і конкретизацією. ; The article summarizes and systematizes the existing interpretations of the concept of "bankruptcy," which made it possible to distinguish three approaches to its understanding: economic, financial, and legal. From an economic point of view, the concept of "bankruptcy" is characterized as insolvency or inability of the debtor to satisfy the claims of creditors in full; financial - the implementation of catastrophic risks in the process of financial, operational and investment activities of the enterprise; legal - property relations between the debtor enterprise and its creditors, the interests of the state and society. As a result of a critical analysis of the selected approaches, the economic essence of the concept of "bankruptcy" is clarified, which is understood as the insolvency of an enterprise to restore its solvency and fulfill its obligations to creditors and the state, which are due. In the process of the study it was found that for the diagnosis and prediction of the likelihood of bankruptcy of the enterprise, it is important to determine the main risk factors for its occurrence. It has been established that in addition to the general risk factors for bankruptcy, any enterprise is also characterized by specific ones related to the particularities of the production of a particular type of product, the sale of goods or the provision of services, and the implementation of a certain type of economic activity in a particular industry or sector of the economy. Taking into account the specifics of the activities of hotel and restaurant business entities, the most significant external (direct and indirect impacts) and internal risk factors for bankruptcy are identified with their subsequent iconification. External risk factors for direct exposure include: demand, competition, consumers, suppliers, regulatory and institutional, industry; and indirect - international, political, economic, scientific and technological, geographical, environmental, socio-cultural, demographic. The internal risk factors for bankruptcy of hotel and restaurant business enterprises include: resource, production, economic, innovative, organizational.
